Name
Name
The name of this organization shall be the Parent Teacher Organization
of St. Pius X School (hereafter called 'PTO').
Article
ll
Purpose
The
purpose of the PTO is to support St. Pius X School's staff and administration
by providing resources to enrich the academic, spiritual, physical,
social and emotional development of our children. The organization
provides a volunteer network committed to supporting a catholic based
education. PTO provides an open forum for discussing and communication
of issues and needs relating to school families.
Section
1. The PTO supports the policies and procedures for education as established
by the St. Pius X School Commission.
Section
2. The PTO fosters mutual cooperation in order to achieve the highest
possible mental and spiritual development of children and youth in
home, school, church and community.
Section
3. The PTO works cooperatively for school and educational enrichment
and improvement.
Section 4. The PTO serves as an organization through which parents
can work to help fulfill their obligation of providing a complete
moral, religious and academic education for their children.

lll
Membership
Members
Section 1. The general membership of the PTO shall consist of dues
paying parents/guardians and teachers and administrators of St. Pius
X School.
Section
2. Annual dues (per family) for membership in PTO shall be determined
by the Executive Committee. These dues shall be collected at the beginning
of the school year by the PTO and given to the PTO treasurer.
Section
3. At the discretion of the Executive Committee, issues shall be presented
to the general membership for two-thirds (2/3) vote of the members
present and voting.
Section
4. A maximum of two votes per family will be allowed in votes by the
general membership.
Article
lV
Officers
Section
1. Officers.
Officers shall be a president (or co-presidents), president-elect,
vice-president, recording secretary, corresponding secretary, treasurer
(or co-treasurer), and treasurer-elect. The ex-officio members are
the Pastor, Principal of the school and the immediate past president
or (co-presidents).
Section
2. Nominations.
The Executive Committee members will appoint a nominating committee
of five PTO members by the March meeting.
The Nominating Committee will select a candidate for each office to
be filled and will report at the April meeting (a slate is not required
at this time). Consent of each candidate must be obtained prior to
being placed for nomination.
Nominations
from the floor will be allowed at the May meeting. Each oral nomination
must be seconded. The proposed candidate must be present or must have
provided written consent to accept nomination.
The
Nominating Committee will publish the names of the candidates in the
PTO section of the school newsletter prior to the elections.
At the time of the election, the Nominating Committee will be responsible
for distribution of the ballots and the collection and counting of
votes.
Section
3. Elections and Term of Office.
Elections will be held annually through a secret ballot by the majority
present at the May monthly meeting.
If a majority of votes for an office is not received by one candidate,
there will be a run-off ballot between the two candidates receiving
the greatest number of votes.
Officers will be elected by ballot for a term on one year or until
their successors assume their duties. Officers take office July 1st.
Section
4. Limitations.
Each person elected shall hold only one office at a time. Each person
can serve two consecutive terms in the same office.
Section
5. Vacancies.
If there is a vacancy in the office of president, the president-elect
will become the president. At the next regularly scheduled meeting,
there will be an election for president - elect.
If there is a vacancy in any other office it will be filled by majority
vote of the Executive Committee at the next regularly scheduled executive
committee meeting.
Section
6. Removal from Office.
Officers can be removed from office if they do not attend regularly
scheduled meetings or if they are not fulfilling their duties as an
officer as outlined in Article V, Section 4.
Removal from office will require a two-thirds vote at a regular meeting
where previous notice has been given.

V
Duties
of Executive Officers
Section
1.
The Executive Committee shall consist of the elected officers and
the ex-officio members.
Section
2.
Items put before the Executive Committee for a vote must be approved
by a majority of the committee. When necessary, a vote may be taken
through electronic means in lieu of a meeting.
Section
3.
All Executive Officers have a detailed job description. There shall
be two copies of this report, one for the committee's file and one
for the president's file. These job descriptions shall be reviewed
annually and be revised as necessary.
Section
4.
The duties of the Executive Committee shall be:
1. To transact necessary business in the intervals between PTO meetings
and such other business as may be referred to it by the PTO.
2.
To create Standing Committees as appropriate
3. To select the chairperson of the standing committees and approve
their work.
4.
To present a report at the regular meetings of the PTO.
5.
To appoint a Nominating Committee of no less than (5) members in early
spring who will prepare a slate for the election of officers for the
upcoming school year.
6. Fill all standing committee and elected officer vacancies as necessary
mid-school year. Vacancies in the elected offices will be filled by
majority vote of the Executive Committee.
7.
To represent the PTO at School Commission and/or Pastoral Council
Meetings as appropriate.
8. To present the annual budget to the general membership per Article
XI

Vl
Meetings
Section
1.
A regular meeting of the PTO shall be held each month unless otherwise
provided by the PTO or Executive Committee. All monthly meeting dates
will be published at the beginning of the school year. Five (5) days
notice will be given if a regular meeting date is to be changed.
Section
2.
Special meetings of the Executive Committee may be held at the discretion
of the President or upon written request of the majority of the officers.
Section 3
A special meeting of the PTO membership may be called at the discretion
of the Executive Committee.
Section
4.
The quorum shall be 7 members of the organization at any regular meeting.

Vll
Fiscal
Year
Section 1.
The fiscal year for St. Pius PTO is 7/1 through 6/30 of the calendar
year.
Article
VIII
Standing
Rules
Section
1.
The PTO may adopt or amend Standing Rules by a majority vote of the
members present at a regular scheduled meeting.
Article
IX
Parliamentary Authority
Section
1.
Robert's Rules of Order shall govern the PTO in all cases to which
they are applicable.
Article
X
Bylaws
Section
1.
Proposed bylaws or amendments to bylaws may be submitted in writing
to the president at any regular meeting. Notification of the vote
must be given in the school newsletter at least one week prior voting.
The president will read the proposal at the next regularly scheduled
meeting; the proposed change or amendment may be approved either in
whole or in part by two-thirds (2/3) vote of the members present.
Section 2.
Ratification of the bylaws will take place at a regularly scheduled
meeting by a two-thirds (2/3) vote of the members present. Announcements
of such meeting shall be made prior to that meeting.
Section
3.
The Bylaws shall be reviewed and/or revised by the President-Elect
every year at the first meeting of the year.

Annual
Budget
Section
1.
The annual budget shall be presented by the Executive Committee and
voted upon by the general membership at a regular PTO meeting. This
meeting is held in the spring of the year prior to the fiscal year
under consideration. Voting is based upon the guidelines found in
these PTO Bylaws.
Article
XII
Dissolution
Section
1.
The PTO may be dissolved at the end of any school year by a two-thirds
(2/3) vote of the membership. In this event, all net assets shall
be transferred to the School Commission.
STANDING
RULES
St.
Pius X Parent-Teacher Organization
1.
Requests for funds in excess of $350.00 shall be voted upon at a regularly
scheduled meeting of the PTO
.
2. Funds raised in the current fiscal year are available for projects/expenses
(used in accordance to the approved budget) in the following year.
3.
St. Pius X School children are allowed to participate in only one
(1) 'door to door' fundraiser per school year (per the Board of Education
Policy Manual).
4. Contracts entered into by the PTO must be reviewed by the PTO president
and executed by the Principal and the parish business manager.
